Cornelious Williams was born June 30, 1890 in Greenville, Utah. His parents were John R. Williams and Martha Jane Horton Williams. The family came to Idaho arriving in Thomas on April 10, 1901.
Neal graduated from the district school in 1909, and from Ricks Academy (now known as Ricks College) in 1913. He married Laura Gertrude VanOrden on November 28, 1917 in the Salt Lake City LDS Temple.
Neal farmed in Bannock County at Kelly, Idaho (near Bancroft), but lost the farm at the beginning of the depression. He also worked for Leonard Josephson as a potato buyer and later purchased a 240 acre patch of sage brush which he turned into a farm after much hard work. Neal served on the school board of District 48 for a number of years, part of which he was clerk of the board. When he wasn't working, Neal loved to fish.
