I have seen something like this before when a video camera is placed near a pane of glass, the "record light" can reflect back on the image. Maybe the camera has an LED that is reflecting off of the housing.
I know that you are not responsible for the
eastside web cam, but I am wondering if you
know the web cam operator, and could contact
him or her, to see what can be done about
those pesky red-orange streaks, and to do
something about the dimmness of their image.
It is woefully underexposed on a bright
clear day. Looking at the two images side
by side, their image is so dark, you would
think that they were suffering a solar
eclipse on the eastern side. I am sure that
with your expertise working with web cams,
they would be happy to have your input.
