DRUGS, WEAPONS, AND EXPLOSIVES

Holy Rosary Bi-parish Catholic School has zero tolerance towards drugs, weapons, and explosives. Any student has possessed or used drugs, weapons or explosives at school or any school-related function shall, at the principal's (or his/her designee's) discretion, be subject to immediate expulsion.

Introduction

Holy Rosary is a state-accredited, parochial school serving Holy Rosary and Christ the King parishes and their missions. The school is an expression of the education mission of the parishes and the Roman Catholic Diocese of Boise. The curriculum offered at Holy Rosary Bi-parish Catholic School is under the direction and supervision of the principal of Holy Rosary Bi-parish Catholic School and the Roman Catholic Diocese of Boise. 

Holy Rosary students benefit from many opportunities to grow spiritually. A core religious program emphasizing Christian values in living, loving, and serving is taught daily in each class; religion is integrated into all subjects.

Pastor Father William Crowley
The Pastor is responsible to the Bishop for the administration of the total parish, including the parish school. With the assistance of the Superintendent of Catholic Schools, the pastor hires, supervises, and evaluates the principal. In addition, the pastor is responsible for the supervision of religious education programs within the school. 

Principal Gerald Chouinard
The principal functions as the chief administrator of the school, and is a member of the parish staff. The principal is responsible for the operation of the school program. This responsibility includes the employment, supervision, and evaluation of faculty and staff; establishment and assessment of educational programming; evaluation and management of student behavior, and development of the school’s annual budget.

HOLY ROSARY BI-PARISH CATHOLIC SCHOOL BOARD

School Board meetings will take place on the fourth Tuesday of the month at 7:00PM in the 6th grade classroom and are open to the public.


The establishment of policy is accomplished through the activity of the school board. The school board is composed of the executive team (pastor, principal, and school board chairperson) and the members. When the school board formulates policy and the executive team enacts it, the decision is effective and binding. 

Governance is divided into two parts, policy and administration. The school board's responsibilities are in policy matters. The school board is not responsible for administration or the details of administration. Administration is the responsibility of the administrative team (pastor and principal).

The board is consultative in the following sense: the members cannot act apart from the executive team and cannot make decisions binding for the school without the approval of the executive team.

The areas in which the school board will be consulted are:

Planning;

Policy development and formulation (formulating policies which give general direction for administrative action);

Recommendation for the selection of the principal;

Evaluation of the principal's relationship with the board;

Assessment and accountability of school board goals; and

The pastor, principal/administrator, and/or chairperson can call special board meetings. If non-members attend board meetings, the board will go into executive session whenever the issues involve personnel or other confidential matters.
