BYLAWS OF THE INTERMOUNTAIN APPALOOSA HORSE CLUB
These Bylaws, General Rules and Guidelines were approved at a General Membership Meeting on March 25, 1995
I. NAME, LOCATION, PURPOSE and AFFILIATION
A. NAME: The name of the association shall be the Intermountain Appaloosa Horse Club, Inc. (IApHC).
1. The IApHC shall be a nonprofit organization.
B. LOCATION: The location of the Club shall be the geographic location roughly included within a circle bound by south Salt Lake City, Utah; through Evanston and Jackson, Wyoming; continuing through West Yellowstone, Montana; Salmon, Idaho and west to the Burley, Idaho area. The legal address of the Club shall be that of the current Secretary.
C. PURPOSE: The purpose of the Club shall be as follows:
1. To cooperate with and aid, in every way possible, the programs and functions of the parent organization, the Appaloosa Horse Club Inc. (ApHC) in Moscow, Idaho.
2. Recognizing that the parent organization files, records and issues certificates of registration, the primary function of the Club will be to promote interest in the Breed, from a regional standpoint, in complete cooperation with the overall programs of the ApHC.
3. To gain proper publicity through the media's of radio, television, newspapers, magazines, etc.
4. To gain Breed classes for Appaloosa horses properly registered with the ApHC, in local, county, district, and state horse shows and
fairs; and to promote all areas of nationally recognized Appaloosa functions such as racing, distance riding and youth programs.
5. To forward historical data, bloodline records and general information to the Executive Secretary of the ApHC when it might be requested or helpful.
6. To promote and stimulate interest in regional Appaloosa horse shows, as well as in available and desirable open shows.
7. To make a report of the annual IApHC shows to the Appaloosa Journal for publication.
D. AFFILIATION: The Club shall be affiliated with the ApHC Inc., Moscow, Idaho.
1. The Club shall adopt the current ApHC Official Handbook and accept the premises established therein.
2. All shows sponsored by the Club shall be conducted according to the current (revised) edition of the Official Handbook of the ApHC.
II. MEMBERSHIP
A. Any person interested in the Appaloosa horse, its development and promotion may become a member.
B. The membership fee shall be $20.00 for a family membership and $10.00 for a single membership.
C. When an individual reaches the age of 18 years, he or she will no longer qualify to participate in a family membership. This age will be calculated according to the Official Handbook in that a child will remain the same age he/she was on January 1st for the entire year.
D. Queen contestants representing the IApHC must be a current member of this Club.
E. All memberships are to be received by the Club Secretary ten (10) days prior to any competition participated in by that member for his/her placing to be counted toward year-end high point awards.
F. All moneys received from membership fees and annual dues will be used for advertising, Regional Show expenses and promotion of other legitimate involvement in connection with the IApHC.
G. No part of the funds shall be used to the benefit of any member or private individual except that reasonable expenses and compensation for services rendered to or for the IApHC may be paid.
H. The IApHC Board retains the right to refuse reimbursement for expenses they determine to NOT be in behalf of the Club or when submitted without a proper itemized receipt.
I. No person shall obligate the IApHC to expenses over $25.00 without prior Board approval. Any expenses incurred under proper terms shall be turned in to the Board for payment no later than thirty days after being incurred.
J. Reimbursement may be made for, but not limited to the following expenses pertaining to IApHC business:
1. Phone calls
2. Postage
3. Newsletter publication and cost
4. Printing materials
5. Show expenses
6. Year-end awards
K. No reimbursement will be made without a proper itemized receipt being submitted on behalf of the IApHC.
L. Each single membership ($10.00) shall have the privilege of one vote and each family membership ($20.00) shall have the privilege of two votes at any Club meetings and elections.
M. No proxy votes will be honored. Voting members must be 18 Years old or older.
N. Membership expires upon the opening of the annual year-end membership and awards meeting.
O. Neither single nor family membership is transferable.
P. Any Club member's membership may be reviewed and/or revoked by the Board as a result of that member's act of violence, harassment, unsportsmanship, or vulgarity during meetings or at Club sponsored functions.
Q. Any member whose membership has been revoked according to article II, section P, shall have 30 days in which they may appeal the Board decision to a specially called meeting of the general membership.
R. Members must be in good standing to qualify for year-end awards.
III. OFFICERS and DIRECTORS: Their numbers, duties, responsibilities and requirements before serving.
A. The Board shall consist of the Officers and the Directors
B. Officers of the Club shall be as follows: President, Vice President and Secretary to be elected at the annual meeting. The Treasurer shall be appointed by the President with the approval of the Board.
1. No Officer shall serve in the same position for more than two consecutive years.
2. The President must have been an Officer or served on the Board at least one year prior to his/her nomination.
C. Duties of the Officers shall be as follows:
1. The President shall:
a. Conduct all general membership meetings and all meetings of the Board.
b. Call both regular and special Board and membership meetings.
c. Have the authority to sign membership cards, contracts or other documents which the Board has authorized.
d. Serve all duties incident to the office and also such other duties as may be specified by the Board.
e. Act as Archivist and have possession of the original Club Logo, Charter and other irreplaceable documents.
2. The Vice President Shall:
a. In the absence of the President, or in the event of his/her death, or inability, or refusal to act, shall perform the duties of the President. The Vice President shall then be subject to the same restrictions and have the same powers as the President.
b. Perform such other duties as may be assigned by the President or the Board.
3. The Secretary Shall:
a. Be responsible for keeping all records of the Club.
b. Keep an accurate set of minutes of all membership and Board meetings and submit them for publication in the Newsletter.
c. Be responsible for keeping a current and accurate list of the membership and getting it to the Point Secretary.
d. Be responsible for notifying members of all pertinent Club business.
e. Sign membership cards and shall be responsible for getting them to the paid up members.
4. The Treasurer shall:
a. Keep accurate financial records of all Club transactions.
b. Give the financial report at regular Board and membership meetings.
5. The Board shall appoint the following:
a. A Point Secretary shall:
1. Keep a current record of the points earned by both adult and youth members.
2. Make annual report to the ApHC of the members eligible for the World Show according to the current point records.
b. A Show Manager shall:
1. Be responsible for the organization and running of the Regional Show.
c. A Show Secretary shall:
1. Be responsible for the Regional Show approval application.
2. Be responsible for the publication of the Regional Show results.
d. A Newsletter Editor shall:
1. Be responsible for the publication of a Club newsletter on a regular and at least quarterly basis.
2. Publish a current list of advertising fees (as approved by the Board) in each Newsletter.
e. A Publicity Chairman shall:
1. Be responsible for getting advertising for all Club functions to the public through the medias.
D. Six Directors shall be elected at the annual meeting as follows:
1. Two Directors shall be elected each year with each Director serving a three-year term.
2. There shall be no limitations to the number of successive terms a Director may serve.
3. The Immediate Past President shall serve as a roving Director.
4. Any Club member may serve, so long as he/she has been a member for at least one year prior to election.
5. Any Board member NOT attending three consecutive Board meetings without a reasonable excuse may be asked to resign by the President.
6.Resignations of the Directors or Officers must be submitted to the President and must be in writing, dated and signed.
7. In case of the resignation, death or inability to act on the part of any Board Member, the Board shall appoint a successor to fill the existing vacancy for the remainder of the current year. At the next regular annual meeting, the successor shall be duly elected by the membership to fill the vacant Board Members unexpired term.
8. It will be necessary to have a quorum of 50% of the Board plus one to transact Club business.
E. Duties of the Board shall be as follows:
1. As the governing body representing the membership, the Board shall make all final decisions regarding the activities of the Club including but not restricted to: show approvals, membership meetings, appointment of positions mentioned and any other appointment as deemed necessary to carry out the purpose of the Club.
2. The Board shall be responsible for the management of the affairs, property and funds of the Club. They shall be required to answer to the Club members, in all matters of policy, decisions or finances.
3. The Board shall review and approve shows for year-end and high point awards. The list shall be complete and to the general membership by April 1stof the current show season. The only exception will be winter shows which will be pointed as needed. This applies to all shows and circuits approved by the IApHC.
4. Any Board member should be willing to assist in any particular responsibility when requested to do so by the President.
5. All Board members shall regularly attend Board meetings. Other persons may attend but, may NOT actively participate nor vote.
6. The Board, prior to any accepted point show, shall adopt that Shows' rules for the award system, including classes, number of placing, point schedules and conditions.
IV. MEETINGS, ELECTIONS, BYLAWS and AMENDMENTS
A. The annual meeting of the membership shall be at such time and place as the Board shall designate.
1. The annual meeting shall be called before the conclusion of the current calendar year.
2. Notice of the annual meeting shall be given to all members, in writing, no less than thirty days before such called meeting.
B. Special membership meetings may be called in any of the following ways:
1. By the President or by a majority of the Board.
2. When 25% of the paid members demand a special meeting, they must sign such a request and submit it to the President by registered mail. Upon receipt of the request, the President will call a special membership meeting within 30 days at a reasonable time, date and place.
3. When a membership has been revoked, that person may submit a signed written request for review to the President by registered mail. The President will call a special membership meeting within 30 days at a reasonable time, date and place.
C. These Bylaws may be amended only at any annual meeting or any properly called special meeting by an affirmative vote of two-thirds of the members present.
1. Proposed amendments must be in writing to the Secretary, who shall publish them at least 30 days prior to the meeting at which the proposal will be considered. Such proposed amendments are to be published in a prominent manner in either the Newsletter or by special personal correspondence.
D. A copy of the Bylaws shall be given to each new member at the time of their affiliation with the Club.
E. Robert's Rule of Order will apply.
GENERAL RULES AND GUIDELINES FOR THE INTERMOUNTAIN APPALOOSA HORSE CLUB
POINTS
1. Points for year-end awards will be tabulated as follows;

(This system is consistent with ApHC for High Point show awards.)
A. The Grand Champion will receive one (1) point more than the highest pointed class in its sex division.
B. The Reserve Champion will receive one-half (0.5)point more than the highest pointed class in its sex division.
3. High Point and Reserve High Point
A. The High Point Performance, Game, Non-Pro and Youth will receive one (1) additional point.
B. The Reserve High Point Performance, Game Non-Pro and Youth will receive an additional half point (0.5).
4. The Points Secretary will add the highest placings of the horse/exhibitors;
A. Six (6) Judges for year-end Mini Circuit Awards.
B. Twelve (12) Judges for year-end IApHC Regional Awards.
5. In the event of a tie for year-end awards, contestants will receive duplicate awards.
6. High point halter, performance and game horses will be acknowledged for year-end awards. Specialty and Optional classes (ApHC Rule #700,
C.&D.) will not count toward high point.
7. High point Youth and Non-Pro exhibitors will be acknowledged for year-end awards.
A. Youth must be 18 years of age or younger as of January 1st of the current year.
B. Lead line class points count only for Lead line High Point.
C. Walk-trot class points count only for Walk-trot High Point.
8. Points earned in all youth classes go to the youth. Points earned in all Non-Pro classes go to the Non-Pro. Points earned in all
other divisions go to the horse.
9. Points for year-end awards must be earned at pre-approved shows.
A. IApHC Regional Awards, all nationally approved shows are permitted.
B. Mini Circuit Awards, a list of current approved shows will be published in the Spring Newsletter. The only exception is Winter Shows which will be approved and announced by Board action.
10. The owner, or owners, of the horse shown must be a member, or members, of the IApHC ten(10) days prior to earning points toward year-end awards.
11. For IApHC Regional Awards, all rules and regulations of the ApHC must be met.
12. For Mini Circuit Awards:
A. Horses must be registered with the ApHC. Registered Appaloosas may compete, regardless of classification. (N/C,
CPO, or regular papers.)
B. Any horse not registered with the ApHC, regardless of breed or color, may compete for the non-Appaloosa Open Horse Award.
C. A youth, or an immediate family member, must own; or a youth must lease the horse being shown. Immediate family shall be defined as stated in the current Official Handbook of the ApHC.
D. In the event of a horse being leased, a photocopy of the notarized lease must be on file with the point secretary ten (10) days prior to points being earned.
13. The owner/exhibitor must show a horse in a class at the IApHC Regional, OR, the owner/exhibitor must work a minimum of four hours for the IApHC Regional Show.
14. A member may be considered for exemption from Rule #13, by presenting an excuse, in writing, within two weeks of the Show. The Board will determine the validity of that excuse and take action at its next meeting.
15. The horse/exhibitor must show in that class in two approved shows. A show is defined as an event which may last one or more consecutive days, at the same location.
16. The horse/exhibitor must place in that class under two or more Judges.
GUIDELINES FOR POINT ACCUMULATION
17. The IApHC show season begins January 1st and ends September 30thfor that year.
18. The burden of proof of points earned shall be the responsibility of the individual member.
19. Point information must be to the Points Secretary by September 20th of the current year. Current points will be published thirty (30) days prior to the annual meeting, as stated in the bylaws. Questions or corrections must be addressed two (2) weeks prior to the annual meeting, or the points will stand, as published.
20. Point information will only be accepted in the ways listed below:
A. From the official show secretary of an approved show.
B. On an OFFICIAL RESULTS FORM. This form must be completely filled out, signed by the exhibitor and the show secretary.
C. If a conflict exists between A. and B., the results reported in A.will be used.
21. Points shall be tabulated in accordance with the Bylaws and General Rules of the ApHC and the current Official Handbook of the ApHC.
RULES FOR IApHC SPONSORED SHOWS
22. It shall remain the sole responsibility of each exhibitor to be aware of, and in compliance with rules which pertain to them.
23. The show management reserves the right to change the sequence of events, divide, combine, or cancel classes as deemed necessary.
24. The show management reserves the right to decline an entry and return the entry fee before or during the show without being liable for compensation. Reasons for such action might include bad checks, poor sportsmanship, harassment of judges, show officials, secretaries, ring steward or any other employee of the show.
25. No person will be allowed in the arena during the time of judging or arena preparation, except for those having official duties to perform.
26. Any act of disobedience to the judge or officials on the part of any owner, trainer, exhibitor, groom or relative shall disqualify the horse/exhibitor. All fees paid shall be forfeited. Gross misconduct will be cause for removal of the offender from the grounds. No points will be awarded.
27. All entries must be made on an official blank/card and signed by the proper parties. The complete, correct name and membership number of owner(s) and exhibitor, and registration number of the horse must be on the entry. The complete correct name, membership
number and age of the youth must be on the entry. Applicants are responsible for any errors!
28. No entry will be accepted where an exhibitor prescribes conditions under which he/she will show.
29. Receipts will be given for all cash received.
30. No point will be given to a contestant until all entry and stall fees are paid in full.
31. The judge shall pick eight placed as prescribed in the current Official Handbook of the ApHC.
32. Refunds may be given at the discretion of the show management. Withdrawals prior to the show may require professional verification.
33. If any member of the club is asked to hold a position at any club sponsored function, they shall not receive wages. If no member is
available, then the position can be filled, and the person paid with Board approval.
34. Only a formal protest will be considered. It must be in writing and in accordance with Rule #509 of the current Official Handbook of the
ApHC. The protest must be received in the Show Office within one hour after that class was judged and be accompanied by a cash protest fee as recommended by the ApHC.
35. Appaloosa classes are governed by the current Official Handbook of the ApHC. Other breeds are governed by their handbook. In the absence of specific rules, any question will be decided by show management. The judges decision will be final in all classes, except in the event of a sustained protest.
36. The show rules (22 through 35) shall be posted at the Show Office.
CHANGES
The General Rules and Guidelines may be changed upon recommendation from a Board appointed committee. Recommended changes must be approved by the Board. Changes must be presented to the general membership prior to April 30th.
GUIDELINES FOR THE IApHC MINI CIRCUIT
1. Classes open to Registered Appaloosas as well as those listed as "Open to all Breeds" shall count (i.e., Appaloosa Trail, Open Trail).
2. No entry will be given points for more than one category from a class (i.e., A horse may not receive points from a western pleasure youth to
ride as the youth is already receiving them).
3. Restricted classes do NOT count (i.e., Futurities, maiden horse, novice rider, men's, lady's, youth or Jack Benny pleasure).
4. Youth shall be divided into two age divisions, 13 and under, and 14 to 18.
5. For a show to be approved as part of the Mini Circuit, it must meet the following criteria:
a. Have halter classes open to Appaloosas.
b. Have at least four performance classes open to Appaloosas.
c. Be approved by the Mini Circuit Committee and the IApHC Board.
d. Be published in the Spring Newsletter.
6. Categories and Classes for year end awards are as follows;
a. Halter Classes; Open and Appaloosa halter classes count.
1. Weanlings; filly, colt and gelding.
2. Yearlings; filly, colt and gelding.
3. Two Year Old; mare, stallion and gelding.
4. Three Year Old; mare, stallion and gelding.
5. Aged; mare,stallion and gelding.
6. Produce of Dam
7. Get of Sire
b. Performance Classes;
1. English Over Fences; Hunters, Jumpers and all other classes that require fence work.
2. English Pleasure; All English classes on the flat count. Jr./Sr.
3. Western Pleasure; All Western Pleasure classes count. Jr./Sr.
4. Reining; All Reining classes count. Jr./Sr.
5. Trail; All Trail classes count. Jr./Sr.
6. Western Riding; All Western Riding classes count. Jr./Sr.
7. Game Horse; All game events in the current Official Handbook count.
c. Miscellaneous Classes;
1. Race Horse; Given for the most money won on flat track, gate started races.
2. Competitive Ride Horse; For the greatest total distance. Placing to break ties.
3. Novice Rider; All novice classes count.
d. Youth High Point & Reserve Awards; All classes designated "Youth" count.
1. 13 & under Appaloosa.
2. 14 - 18 Appaloosa.
3. Lead line, 6 & under, Appaloosa.
4. Walk/Trot, 9 & under, Appaloosa.
5. Open Youth, Non Appaloosa.
e. High Point and Reserve Awards
1. Appaloosa Halter Horse.
2. Appaloosa Performance Horse; All points earned from category b. count.
3. Open, overall High Point non-Appaloosa Horse.
7. All registered Appaloosas may compete for Mini Circuit awards, regardless of the type of registration. (Such as N/C, CPO, or regular papers). Any Non Appaloosa horse regardless of breed or color may compete for Mini Circuit Open Horse awards.
8. These guidelines may be changed upon recommendation of the Mini Circuit committee. Changes must be approved by the Board and announced prior to April 30th.
